In this paper we present a systems approach of data administration based upon concepts presented in [l], [2], [3], [4].
The tools herein presented were developed during the case studies described in [4a],[4b]. We divide such tools in five levels and provide interaction between levels by means of a new organizational design called trifunctional scheme.
Such case studies are also briefly summarized here. Out of such experiments a methodologic guide-line for the development of tools emerged that is presented in a propositional form.
